Summary:
In March 1999, the claimant left his employment in Jonquière to move to Quebec City in order to do a training period that would complete the course that he had been taking since 1996. This training period was not available elsewhere and the claimant had no control over the choice of location. The Umpire confirmed that there is abundant jurisprudence to the effect that voluntarily leaving in such circumstances does not constitute just cause.
