Summary:
The course which he wanted to take was commencing on 15-8. It was perfectly reasonable for him to balance off the possibility of working 1 or 2 more weeks, and then being unemployed and unable to pursue a course. It has never been suggested to me that the course was not eligible for referral.

Summary:
This case should demonstrate to the CEIC the abusive nature of its processes for referral to courses when a claimant, who knows his employment is about to terminate, cannot obtain a referral either in advance of his employment terminating or retroactively thereafter even if the course has commenced.
