Summary:
Application for SEA submitted by claimant on 23-3. Had been told by CEIC staff that his benefit period was to expire 26-3. It actually expired 19-3. High criticism expressed by Umpire due to so many restrictions and limitations placed on appeals. Numerous CUBs examined to this end.

Summary:
Approval for the self-assistance program could not be completed prior to the expiry of the benefit period. Claimant was notified that he was not eligible for the program. Held that the appeal is barred under ss. 26.1(2) and that an Umpire has no jurisdiction to entertain the appeal.
