Summary:

Even though no penalty has been imposed, in a letter of 12-89, the claimant is formally accused of having knowingly provided inaccurate information and told that a note to that effect will be appended to his file. CEIC itself deems this letter to be a decision that confers right of appeal. The Board must decide.
