Summary:
The waiting period is a requirement which applies to all claims including parental benefits except when reg. 47(8) is satisfied. The fact that the pamphlet given to claimant does not refer to a waiting period does not constitute a legal ground to waive the compulsory requirement.
Claimant says it is discriminatory to families that elect to have the supporting male take parental benefits in that a 2-week waiting period must be served by each parent for a total of 4 weeks, whereas the mother who takes advantage of both would only serve one 2-week period.
