The Commission denied the claimant parental benefits because his spouse left with the child he was supposed to be caring for. The Umpire decided that the Board of Referees erred in law by not concluding that the person who requests and obtains parental leave must, for the duration of the leave period, have a child to take care of and for whom the leave was granted.
