Summary:
Claimant contends the benefits he received ought to be regarded as benefits to assist him in establishing his business under the SEA program. Umpire ruled that claimant ought to have made an application for asssistance before opening his business to allow the Commission to assess his qualifications and eligibility for SEA in accordance with UI Reg. 121. Having failed to do so, his contention is without merit.
