Summary:
Claimant says that because one is not entitled to benefit until he meets all the conditions, it automatically follows that when one does meet those conditions, no matter at what date, one is then entitled. That is not what the subsection means.

Summary:
The Board wrongly conceived the issue as being one of antedating the claim itself. Application of ss. 39(1), 41(1) and (5) discussed. Held that claimant did not show good cause for his delay in either providing the ROE or responding in some way to the letter by advising he did not yet have the ROE.
