Summary:
Advised by CEIC that UI would be extended while on course. She borrowed money, paid the $1,300 tuition fee and started the course on 12-9. Was told on 22-9 that the course did not meet approval. Authority exercised in arbitrary manner but not open to the Board to rule otherwise.

Summary:
The Board exceeded its jurisdiction. There is no provision in the UI Act which empowers the Board to make awards of damages, costs or compensation, no matter how deserving the claimant. The remedy did not lie in an appeal to the Board.
