The issue for the Board to decide is whether she had been given any reasonable warning that she must broaden her job search. It may then wish to consider, since the notice of 27-2-89 must at least be regarded as a warning, what period thereafter would be reasonable to allow.

Summary:
The Board did not abandon its role as adjudicator in conducting what she refers to as an "adversarial cross-examination". I have read the transcript. Members were only asking questions to enable them to understand her position. This is a practice regularly indulged in by judges.
