As per the Umpire, the intent is that a claimant with a good reason for delay will be able to collect benefits for a previous period of unemployment. Here the claimant is attempting to have his benefit period cover a period in which he was self-employed. Upheld by FC.
Claimant says that it is unfair that other claimants, such as released prisoners, may have their qualifying periods extended but he may not on the ground of having been self-employed. Case dismissed by FC.
